Soaking dry seaweed

I soak the dry seaweed for 20 minutes but it still remains firm. How do I get it soft?

Normally, if seaweed such as nori or wakame are soaked for more than 20 minutes, the seaweed disintegrates and sodium and potassium just gets washed away.

If the seaweed is kombu, this stays firm. What you can do is cut the kombu in smaller pieces.
